[ ] Can attack only players in the same range of power, one of this statements should be true:
- Calculation of average points, and see if both players have +/- 10 percent points than average
- Calculation of average planet count, and see if both players have +/- 10 percent points than average
[ ] Prevent attacking same planet more than 25 times per day and 50 per week. You can go further if you are conquering target planet
